Black and White in the 21st Century Old Dominion

Much more progress is needed in all the institutions that effect the quality of upward mobility for people of color in the Old Dominion. Virginia has made more progress than most states in the area of race relations but the income/wealth gap between the Black population and the majority population continues to widen.
