Daddy Warbucks----Uncle Sam?

I want to know how can the average American citizen on Main Street, U.S.A. obtain a federal loan? I need approximately one billion dollars or should I attempt to obtain the loan from China, Japan or the E.U.? But doesn’t one have to be a citizen of China, Japan or one of the E.U. nations to obtain a loan?
